Error: You are not authorized to create new mailing lists
The most likely reason is the password you are providing at the bottom
of the web create form is not the Mailman site password or the special
list creator password. See "bin/mmsitepass --help" for how to
set/change these.
Note that this is NOT the admin password for the site list.
