create rule c_in as on insert to c where new.inout > 0 do instead update l set totalin=new.inout;
insert into c values(1);
insert into c values(-1);

result:

    The problem was, that I had not the latest postgres version ... my 6.5 was only beta.
    Now everything works correctly ..
