trying to use setup.exe to downgrade to 1.1.7 is difficult (but possible).
Anyway, what I should have said was to upgrade to a more recent Cygwin
snapshot from your favorite mirror. I just recently tried the one from
2000-03-12 and it worked fine with 7.1beta5.
