Hey guys! I've been working with Leigh on adding a reliable CSPRNG to PHP
core.

Here was my initial proposal: https://github.com/SammyK/php-src-csprng

And my PR I've been playing with:
https://github.com/SammyK/php-src/compare/rand-bytes (WIP)

We are drafting up an RFC together and I need some RFC karma to be a part
of the fun. Can anyone help me out with that?
