FAQ
Dear package maintainer,

we are sorry to tell you, that the recent release 0.4.0 of the
package HTML_CSS has been pulled by the PEAR QA Team. The release needed
to be pulled because of the following reason:

The version name is incorrect. The version state has to be appended to
ther version number for releases other than stable. This would have been
HTML_CSS-0.4.0beta.

Please fix the abouve stated issues and release the package again.
Thanks a lot for your appreciation.

With kind regards,
Toby (PEAR Core QA Team)

above, maybe you might want to say "Please fix the issues stated above".

"Thanks a lot for your work." ? Because usually you appreciate something
is some does you for example a favor. "I appreciate what you did for
    me."

Anyways just a little nitpicking here, at least fix those typos if this
is going to be the "official" email to any further situations like this
    :-)

    Nice going.

    Regards
    Helgi

This part of the rule should have been deleted, - it's been stated
repeatedly that the package manager should display state when
installing, so there is no need for the suffix..

    Regards
    Alan

    IMHO That's kinda stupid...

There is a statement, which says that:
'The first release with state "RC" or "stable" must have a version
    number of "1.0.0".'

which kinda implies the fact that 0.4.0 is not stable.

If one wants to know what state given package is, he can check it either
in package.xml or on package's homepage.
