The issue is in the Yii2 coding standard. I've filed a bug here:

external standard itself
rather than a problem with PHP_CodeSniffer.

If you are the one who wrote the standard, I'll take a look and see if I
can fix it for
you if you can point me to it.

If someone else maintains it, let them know there is a problem.

Description:

I tried to run phpcs directly with an external standard specification,
it works, but throws a notice.

Test script:
---------------
./vendor/bin/phpcs --extensions=php
--standard=/Downloads/yii2-coding-standards-master/Yii2/
vendor/yiisoft/yii2-dev/extensions/debug/

Expected result:
----------------
no PHP Notice

Actual result:
--------------
PHP Notice: Undefined offset: 3 in
/******/vendor/squizlabs/php_codesniffer/CodeSniffer.php on line
1050
