I'm not inclined to fix it; since it's been that way for some time. Do
you have docs
saying it should make an ul?

    Well, to me, a "bulleted list" is an <ul> ... and the other point is
    that there is an
    "ordered list" option and it gives me an <ol> too (which is normal
    anyway) so to
    me, two different options with should give two different results.

    The fact is that when I use the "ordered list" option, i get this in the
    rendered
    BBCode :

    [list=1] [/list] (let's say I want my list to begin at 1)
    which translates in <ol></ol>

    When I use the "bulleted list", I get this :
    [list] [/list]
    which translates like this : <ol></ol>

    So you might not want to fix this, anyway, to me it looks like a bug or
    I might not
    have understood the documentation clearly (which is possible too).
