    Ok - how exactly are you triggering this?

    By default:

    function Structures_DataGrid_DataSource_CSV()
    {
    parent::Structures_DataGrid_DataSource_Array();
    $this->_addDefaultOptions(array('delimiter' => ',',
    'enclosure' => '"',
    'header' => false));
    }

    and the line itself:
    while ($row = fgetcsv($fp, $length,
    $this->_options['delimiter'],
    $this->_options['enclosure'])) {

    ... are you deliberating setting a different delimter?
