Thank you for your bug report. This issue has been fixed
in the latest released version of the package, which you can download at
http://pear.php.net/get/

Fixed this in subversion and also rolled a new release (0.1.4)
containing the required changes.

Description:

In 2012 the Spring Bank Holiday has moved to 4th June and
there is an additional Bank Holiday on the 5th of June for the
Queen's Jubilee.
