This works fine for me. PHP_CodeSniffer doesn't create those temp files,
so I assume
that are part of the PEAR installer.

I suggest you try upgrading PEAR itself and installing the latest
version of
PHP_CodeSniffer.

If that doesn't work, you'll need to get help from the pear mailing list
or IRC to see if
they can help. You can checkout PHPCS from SVN directly and run it
manually to
confirm it works (php scripts/phpcs ....).

it would seem you are correct. Under Ubuntu 11.04, I had no issues. I
    did not try to
upgrade pear on Ubuntu 10.04, but I will try to replicate the problem
    with an
    upgraded PEAR.
