Added test skeletons; added coverage of SMS notification (which
unfortunately
required much refactoring before it could be tested).
Test coverage & refactoring for the remaining alerts, services is on my
todo

I'm not actively maintaining this package. If you want to come on board
or submit a patch, I'll update CVS.

Description:

The unit tests for this package could simulate many of the responses,
but currently doesn't.
We're seeing failures due to network timeouts and the like.
