go-pear is dead, go-pear.phar is the installer to use. The problem with
the phar is reported as bug #16939.

In command line type SET PHP_PEAR_SYSCONF_DIR=I:\path\to\phpdir\

That should resolve all your problems with pear installation.

Have you tried using http://pear.php.net/go-pear.phar instead? It is a
lot better in
many ways (and 1.9.1 brings in some Windows specific fixes but not to
this one I
am afraid.)

Just to clarify, Todd does not have the same problem as Sebastian. The
problem Todd is having is that the phar files didn't have a signature.

Similar issue, using the thread-safe Windows VC6 release for PHP 5.3 and
running from the command line:

phar "C:\php\PEAR\go-pear.phar" does not have a signature
Warning: require_once(phar://go-pear.phar/index.php): failed to open
stream: phar error: invalid url or non-existent phar

Setup works and does not write anything to C:\Windows

Actual result:
PEAR_Config::writeConfigFile fopen('C:\Windows\pear.ini','w') failed
