If this is an official standard used the ZF core developers and
references in the manuals, then I could include it in the official PHPCS
release to make things easier for ZF developers. But if it is not, then
nobody would be actively testing and maintaining it (I don't use ZF), so
it will become out-of-date and unused.

Is it an official standard used by the dev team or just something you
put together to help ZF developers?

documented Zend framework coding standard

    It is the official, documented stard of the Zend Framework. However,
    looking at the history of PHP codesniffer and Zend framework, I guess,
    it isn't the official standard of the dev team.

    It's mainly for developers, that use the Zend Framework and want to
    comply to its documented standard.
