You don't set the PHP_CodeSniffer config vars while running a normal
command. The idea is that you run the basic command to set them and then
they are written to a config file, which is then used by the sniffs.

To to set the path, just do this:
phpcs --config-set zend_ca_path /path/to/zca

Then run you phpcs command as normal as many times as you want:
phpcs -n --report=full --standard=Zend --ignore='.svn/*'
--extensions='php,phtml' code-dir

If you can't set the path manually, try the latest SVN version of
PHP_CodeSniffer as it is definitely working there, although it also
works fine for me on 1.2.2. It could just be because you are trying to
set it in your (I assume) CI framework or IDE and the environment is
just not configured correctly for it to work.
