FAQ
This is a build failure report for perl from sthoenna@efn.org,
generated with the help of perlbug 1.34 running under perl v5.8.0.

getting a new t/op/magic.t failure:
ok 24
ok 25
Dying on warning: Can't exec "show-shebang": Permission denied at op/magic.t line 237.
not ok 26
# Failed test at line 242
# ::!=:$^X is /cygdrive/c/home/sthoenna/bleadperl/perl/perl, $0 is ./show-shebang
:ok 27
ok 28

There is a Error Starting Program popup with it saying:
A required .DLL file, CYGWIN1.DLL, was not found.

Failure goes away when I reverse magic.t parts of 17455, 17427, and 17425.
Popup goes away after reversing 17455 & 17427.

I assume since Gerrit isn't seeing this that it is a cygwin+win98 or cygwin+FAT
specific problem.
