The following module was proposed for inclusion in the Module List:

modid: User::Config
DSLIP: bdpOp
description: Interface for per-user parameters
userid: BTIETZ (Benjamin Tietz)
chapterid: 12 (Opt_Arg_Param_Proc)
communities:

similar:

rationale:

Within larger (multiuser-)applications certain parameters should be
configurable on an user-level. User::Config aims to provide an easy
to use interface for these. More accurate, this module should
fullfil the following tasks: * Module-options Get, set and preset
default values for various configuration items * Reuse
configuration-items at multiple places * Interface database-backend
to save the decisions made transparently eg. SQL-Database, LDAP or
just an in-memory database * Interface-backend to generate dialogs
eg. by generating a HTML-Form

Are you saying there is nothing on CPAN that deals with similar
concepts? Usually it helps to identify the right namespace or the right
approach by making a review of things one has considered as similar.

At least I didn't found a module, dealing with the per-user options in
multi-user applications. The most similar I found where the modules
within User - which are dealing with the information in the systems user
    database.
