Such information will be of great usefulness for downstream people
maintaining a large set of CPAN distributions who'd like to
automate[1] forwarding bugs upstream. Most of the CPAN distributions
use rt.cpan.org, but exceptions are there and they get angry very fast
if you do use rt.cpan.org for them.
[1] without elliminating human interaction, but saving humans from
digging the right way to report the bug - web, mail, address,
etc.
