Since we don't want hbase 0.19.0 to lag hadoop 0.19.0 by more
than a month, we need to feature freeze hbase 0.19.0 soon as
a release candidate is available for hadoop.
Fixing bugs is fine, but anything beyond the minimum or
small features could delay the release.
If there is a feature or improvement that you feel *must*
be in 0.19, vote for it.
