The salt-cloud output:
After successful VM creation, it hung on:

ssh: connect to host 100.199.2xx.2xx port 22: Connection timed out
Warning: Permanently added '100.199.2xx.2xx' (ECDSA) to the list of known
hosts.
Enter passphrase for key '/etc/salt/pki/cloud/passwordless.ppk':

It hung here whatever I enter. I can't find any info about this.
Did I miss something?

    Are you bootstrapping a Windows machine? If not my guess is that ssh key is
    in putty format and openssh can't read it. Can you convert it to a pem file
    instead?

    Seth, you're right.
    After conversion with:
    puttygen passwordless.ppk -O private-openssh -o passwordless.pem
    It works like a charm :)
