Can someone shed light on how to specify the environment when using the
publish module?

I can call a state on another minion with no problems:
salt-call publish.publish 'aiq-minion' state.sls arg="['global.init']"


Passing saltenv does not seem to work:
# salt-call publish.publish 'aiq-minion' state.sls arg="['example.init',
'env=\"devops\"']"
[INFO ] Publishing 'state.sls' to tcp://192.168.50.50:4506
local:
     ----------
     aiq-minion:
         - No matching sls found for 'example.init' in env 'base'
         - No matching sls found for 'env="devops"' in env 'base'
