[root@salt]# salt 'dbserver' state.highstate

     Data failed to compile:
----------
     Pillar failed to render with the following messages:
----------
     Specified SLS 'apps.oracle-db-prod' in environment 'base' is not
available on the salt master

Can some one please explain what is this error really mean and where to
look?

I am new to salt stack.

    Post your sls files. This is almost always related to not qualifying the
    dot path to the target sls.

    Salt doesn't support relative pillar paths.

    Er.. sls paths in general.
