You can find the plist files for master, minion and syndic in the
salt repo on branch develop [1].
Download them in /Library/LaunchDaemons.
The you can use the following to start / stop the daemons:
$ sudo launchctl load -w
/Library/LaunchDaemons/com.saltstack.salt.master.plist
$ sudo launchctl unload
/Library/LaunchDaemons/com.saltstack.salt.master.plist
The same for minion and syndic.
This works for me on OS X 10.9, your mileage may vary.
