Brendan,
Puppet Enterprise uses native packages to deliver all of its
functionality. Those packages install to /opt/puppet and to change
that would require rebuilding them. So changing the install path
before or during installation isn't supported.
Having said that, the source for all of the open source packages that
make up Puppet Enterprise are available at
https://downloads.puppetlabs.com/enterprise/sources/, so you are
welcome to rebuild them with a different path that suits your needs.
