They are, yes. I've got the tool at
http://api-staging.dojotoolkit.org/ running pretty well; at some point
Dustin and I were planning on transitioning that to api.dtk but have
not had the time, or the shakedown I think it needs yet. I'd also
need to generate/have generated previous versions, so that someone can
switch.
The "official" docs are (and will forever be at this point) at
dojotoolkit.org/api . These were generated off the same system that
is behind the api-staging site.
I did generate a doc for 1.5 but I've been holding off on pushing it
anywhere until we are out of the beta period and into the RC period (I
think that makes the most sense for the dedicated tool); once 1.5 is
actually out the door, we'll update the actual website with the new
versions.
