Obvious question perhaps, but did you disable 'Create Users and Groups, and
Apply File Permissions for Parcels*'* in the CM Server settings? That's the
only thing in CM that controls whether it happens or not. You can look at
the agent log and see if the useradd calls failed or not - it's possible to
configure a machine so that these calls fail (silently or with errors).

For some reason when we installed CDH5 via CM it didnt create any of the
appropriate users (hdfs, mapred, zookeeper,...) I tried re-running the
upgrade wizard but still no users are being installed. Is there something I
can run manually on the machine that will mimic the installation via CM?
Perhaps in the /opt/cloudera/parcels directory?
