Hello,
Please see the log at
/var/log/cloudera-scm-server/cloudera-scm-server.log if it carries any
specific error preventing the server from starting up.
Also ensure your DB service is up if you're using the embedded
postgres DB service: service cloudera-scm-server-db start, prior to
starting the actual CM server.
