modified some value. and restarted mapreduce service and restarted hole
cluster also. configuration not effected. why?

After went for action, started Deploy Client Configuration. after restarted

Depends on the config. Some config affect the server-side, for which
you need a service restart/refresh. Some affect the clients, for which
you need to redeploy the client configuration.

The default number of reducers (mapred.reduce.tasks) is a client
config. (You can also tell because it's associated with gateway
roles.) In general, jobs themselves specify the number of reducers
    they want.

    Cheers,
