As a CM specific question, this is best discussed on the scm-users list.

You're question is a bit confusing as you refer to both packages and
parcels, so
the first question has to be whether you want to do a package or parcel
based install.

If you're doing a parcel based install, then it's pretty simple. You just
mirror the two
directories from archive to your local http server:

http://archive.cloudera.com/cdh4/parcels/latest/
http://beta.cloudera.com/impala/parcels/

and add your localhost urls in the wizard

If you want to do a package based install, then you need to build a yum
mirror from
here:

http://archive.cloudera.com/cdh4/redhat/6/x86_64/cdh/4.2.0/
