I got it fixed by installing yum -y install python-qpid-qmf.x86_64 which
will install the below packages from the yum repo package manager.

qpid-qmf-0.14-14.el6_3.x86_64
qpid-cpp-client-0.14-22.el6_3.x86_64
python-qpid-0.14-11.el6_3.noarch

#rpm -qa | grep qpid
qpid-qmf-0.14-14.el6_3.x86_64
qpid-cpp-client-0.14-22.el6_3.x86_64
python-qpid-0.14-11.el6_3.noarch
python-qpid-qmf-0.14-14.el6_3.x86_64

  /opt/dev/share/apache-qpid/bin/qpid-tool
