You could put a regular expression
<http://docs.python.org/lib/re-syntax.html> in Privacy
options...->Subscription rules->ban_list to ban any address not in the
foodomain.com domain. Something like

^[^@]*@(?!foodomain\.com$)

or, if you want to also allow user at xxx.foodomain.com

^[^@]*@(?!(.*\.)?foodomain\.com$)
