This bug has been fixed in SVN.

If this was a documentation problem, the fix will appear on pear.php.net
by the end of next Sunday (CET).

If this was a problem with the pear.php.net website, the change should
be live shortly.

Otherwise, the fix will appear in the package's next release.

Thank you for the report and for helping us make PEAR better.

This problem has already been fixed in SVN as a result of another issue
that was
being dealt with in the same parts of the code.

Suggested fix is to inverse the check:

if (is_dir($cache_dir)) {
return PEAR::raiseError("The value of config option
cache_dir ($cache_dir) is not a directory. ");
at REST.php:245

Expected result:
pear should report something like this:
Could not open
id for writing.

Actual result:
Due to inverted check, pear reports:

The value of config option cache_dir (/var/cache/pear) is not a
