Otherwise, whitespace patches should be treated just like any other
patch -- evaluated on its merits. It does seem like a waste of resources
to be submitting tickets and patches that *only* address whitespace, so
personally I'd only make such changes when accompanied (in a separate
commit, of course) with other patches to related code/documentation.
