FAQ
file.managed compares the file on-disk to the one specified in the 'source'
argument. If you run with --local there is no local file to compare with.
You can duplicate the /srv/salt folder from your master on your minion (git
works great for this) and then --local will work as you expect.

if I change /etc/httpd/conf/httpd.conf, and re-run salt-call --local,
salt-call does not know the file is changed. So what is real file change?
is it compared with MD5sum in file.managed?
