I've been meaning to start a project around this problem. So far, I've got around 300 volunteers and we have, in a series of meetings, worked out a ranking specification. We haven't yet implemented any of it, but our basic idea is to sort the players by score first. Then, we'd walk down the list of players and increase a counter. Now, the counter is almost the competetive rank for that player. Our thinking is to tweak it slightly, depending on the score of the neighbor in the list.

We'll have more meetings and keep you posted on our progress.
