Right now in dijit, there's a race condition, occasionally seen on
webkit, where widgets can instantiate before styles have finished loading.
But with a CSS loader, all the CSS is guaranteed to be loaded before the
parser runs, because dojo.ready() will wait for both JS and CSS to finish
loading.
I don't think you'd get this for free. Wouldn't the CSS plugin require
extra logic to assure this, like polling or the image onload trick [1]?
But you may also want to trigger loading of a particular stylesheet
*without* waiting for it to load.
