FAQ
As soon as I posted the question, I happened on the solution. I need to
spend more time on the exact reason why this fixed it.
Below are the commands. I suspect that for some reason there weren't any
directories nor permissions with hdfs.

The hdfs user created a /user directory. and provided ownership.

[linux@zip11 var]$ sudo -u hdfs hadoop fs -mkdir /user/root
[linux@zip11 var]$ sudo -u hdfs hadoop fs -chown root:root /user/root

So this is the test. seems to work for user hbase.
[linux@zip11 var]$ sudo -u hbase hadoop fs -ls /
Found 1 items
drwxr-xr-x - hdfs supergroup 0 2012-11-19 16:15 /user

Now, provide correct access privs for users
[linux@zip11 var]$ sudo -u hdfs hadoop fs -chmod -R 777 /

Successfully started hbase master.
Look inside directories, seems good.
linux@zip11 ~]$ sudo -u hdfs hadoop fs -ls /
Found 3 items
drwxr-xr-x - hbase supergroup 0 2012-11-19 16:21 /hbase
drwxr-xr-x - mapred supergroup 0 2012-11-19 16:55 /tmp
drwxrwxrwx - hdfs supergroup 0 2012-11-19 16:15 /user

[linux@zip11 ~]$ sudo -u hdfs hadoop fs -ls /hbase
Found 6 items
drwxr-xr-x - hbase supergroup 0 2012-11-19 16:21 /hbase/-ROOT-
drwxr-xr-x - hbase supergroup 0 2012-11-19 16:21 /hbase/.META.
drwxr-xr-x - hbase supergroup 0 2012-11-19 16:21 /hbase/.logs
drwxr-xr-x - hbase supergroup 0 2012-11-19 16:21 /hbase/.oldlogs
-rw-r--r-- 3 hbase supergroup 38 2012-11-19 16:21 /hbase/hbase.id
-rw-r--r-- 3 hbase supergroup 3 2012-11-19 16:21 /hbase/hbase.version

On to first tests of cluster.
