People who use CentOS in the developing countries have very slow and unreliable internet connections and leaves the only option to download the CDs, test them and download the bad ones again if errors found. with DVDs it's a lot more difficult, some would have to wait a lot more than 1 day for a DVD to be downloaded, and very unlikely to have a good clean image at that point. When a person has been able to successfully download the whole distribution, it will be copied distributed in the white market (no black market for linux), and this can't make it to the stats.
In this case, jigdo and rsync are much better options.
Well, we know torrents are good solution, but bear the above in mind as well.
